Please see my despatch of 18th October Secret I
observe that Advisory Committee endorses delegation's view
that there should be no delay in distributing Boxer
indemnity and rumours of pending legislation by parliament have reached Hongkong. The Executive Council having considered Willingdon's report concurs in my despatch and emphasizes impossibility of proceeding at this juncture to constitute a Board of Trustees. The Hongkong press is urging desirability of discontinuing further
collection and spending 2,000,000 now in bank on Hongkong University and loop line(s) between Canton-Kowloon and Can ton-Hankow Railway. Executive Council support me in
asking you to invite the attention of His Majesty's
Government to this suggestion and in pressing under any
circumstances for a substantial contribution to Hongkong
University.
